Solution:

Yes, if you use a file:/// prefix in front of the file Win2PDF will convert it to a working hyperlink.  For example, a link to "c:\test folder\test.doc" would be specified as " file:///c:/test%20folder/test.doc".

Note that any space characters must be replaced with a %20.
